I served as Mary Catherine Swanson's National Associate Director and had the pleasure and honor of working with Dr. Hairston. Mary Catherine and I were working to spread AVID across the country at the time, and I distinctly recall meeting Dr. Hairston and feeling that I was in the presence of a leader who was committed to raising the prospects of African American kids in particular and all low-income kids in general. I recall Dr. Hairston as a humble, extremely knowledgeable, and passionate man and superintendent. A teacher once told me, "if the nation takes care of its children, the children will grow to take care of the nation." Dr. Hairston took care of Baltimore County's and the nation's children.

It is with deep regret that I learned of Joe’s passing. Joe was one of the early implementers of AVID to which he gave undying dedication. Joe was on the inaugural AVID Superintendents’ Collaborative where his wise voice and dedication to what was right for students was loud and clear. Joe will be dearly missed by us all.

My deepest and heartfelt condolences to all the friends and family of Dr. Joe Hairston. Doc, as we called him, established the China Cultural Exchange Program in 2006. In 2007, he honored me by allowing me to accompany the first group of BCPS students to live for two months in Xi'an, China. He even came to visit us there. It was a truly life changing experience that later changed the direction of my career, becoming the program's coordinator for the next ten years. During that time, hundreds of BCPS students, their families and communities benefited and grew as a result of hosting a Chinese student and/or traveling to Xi'an to live with host families and attend TieYi High School. Many of the participants have gone on to study international business, diplomacy, or other degrees that have landed them careers requiring an international perspective, thanks to this experience.
Dr. Hairston was a true visionary who cared deeply about people. His love for children and his desire to provide them with the best possible education will live on as his legacy.
With sympathy,
Debbie Wilson-Matusky

Dr. Joe Hairston was one of the finest educational leaders I had the opportunity to know. His faith and support in me helped me grow as a leader and following him in Clayton County was an educational experience I will not ever forget. I also thank you Lillian, for passing my late night phone calls over to Joe when I needed help in problem solving a district issue. He was a saint to many of us and a teacher extraordinaire. He will be greatly missed.
