To the family of Rhonda Ray - I am so sorry for your loss. Rhonda and I met each other several years when we both worked as legislative liaisons for two different state agencies. We started working together much more closely over the past couple years through MEDA. It was during this time that I learned of her love for her family and how excited she was to make cookies during the holidays. I can't remember the exact number of dozens, but I know it was a lot! I always admired Rhonda's poise and grace. She will be missed.

Hello,
Sending condolences to Rhonda's brother and his family. I met Rhonda more than 25 years ago. We worked for the Department of Legislative Services doing program evaluations (sunset review) for the General Assembly. Over the years we would run into each other in our professional lives. Rhonda never changed -- always a great smile and great sense of humor. Always smartly dressed. LOL. Finally, she was the consummate professional, very smart, and practical which is often needed in the work she did. It was amazing that Rhonda stayed with the same agency through multiple administrations. I think this speaks to her as not only as the professional she was but to her as a person. I will miss her. She will be missed.

To the beloved family of Rhonda Ray you have my deepest condolences,
My heart is heavy, my tears are many! It's hard to process this profound loss to our family of economic development professionals. Rhonda had a big heart, encouraging spirit and a will to assist in anyway! I called on her often for guidance and to alleviate my anxieties about testifying before the General Assembly. She always had an encouraging word and assured me that I was probably over prepared. After the 90-day General Assembly Session I always looked forward to seeing her at the MEDA Fall Conference in Cambridge. Somehow she and I would end up at the Reservation Desk to check-in at the same time.
We didn't talk often, but when we did, it seemed like we picked up right where we left off.
Rhonda was faithful in her labor, and has accepted her reward. Rest in peace my Sista, you will truly be missed!
May you be comforted to know that she was loved and respected by her colleagues!

I was shocked and saddened to hear of Rhonda's passing. I met Rhonda many years ago in the earlier days of DBED when I worked in the Office of the Secretary on the 23rd floor. I always enjoyed the comraderie; she was a wonderful coworker and a beautiful person, and she really knew her stuff and was the best in her field. She will be truly missed by all. It took me a minute to decide what it was I wanted to say. This has been a shock and heartbreaking for me. I met Rhonda in the mid 90's when she came to the department (DBED) at the time as a Policy Fellow under Audrey Randall. Rhonda learned from the best, she knew her Policy and Legislation and was the BEST at what she did. She gave the Department her ALL. I recall our days at Redwood Towers on the 23rd floor, we often shared conversations both professionally and personal and over the years I got to know her Mom, Dad and family and she got to know mine. Rhonda was in my wedding 19 years ago, along with our friends, Saundra, Linda and Perscilla. We often would get together for lunch and dinner to catch up on the hustle and bustle of life and work. We shared fun times at cookouts and other events. When I retired from the department in 2014, Rhonda along with the ladies took charge of my retirement party, and it was a first class event. A few weeks ago, I had the chance to visit with her and we held hands and she said she missed me, and I told her the same. Rhonda was more than a co-worker, she was my friend. You don't have to see or call someone everyday, but you just know you can when needed. To Jay, Joan and the family, my prayer to you is that God comforts you and give you strength during this difficult time.

This still doesn’t seem real. While Rhonda was the consummate professional (who did NOT suffer fools gladly!) she was also hilarious, with a razor-sharp wit. I will miss laughing with her, dragging Yul Brynner’s and Edward G. Robinson’s outfits on the Easter-time airing of ‘The Ten Commandments’—a camp classic that we both loved. I could always count on her to let me know when ‘It’s the Great Pumpkin, Charlie Brown’ or ‘A Charlie Brown Christmas’ was coming on. I will never hear ‘Linus and Lucy’ and not think of her. I will miss reminiscing about our then-DBED days and hearing her call me ‘my friend.’ Friendship is such a miracle—you go to work or school, meet a stranger, start a conversation, and before you know it, something beautiful has not only blossomed, but taken root in your heart. That’s where you’ll always be, my friend, in my heart forever. Love and prayers to Jay, Joan and your family.

Not a legislative session goes by that I don’t think of Rhonda Ray. The care and dedication to which she prepared herself, her colleagues, and the department for the legislative session (and beyond) was nothing short of awe inspiring. The knowledge she cultivated throughout the year on all variety of issues could have filled volumes. It was simply inspirational to witness her in action. As I moved on to other opportunities and met different professionals who held similar roles, none held a candle to Rhonda. Gone too soon…she will be truly missed.

I had the distinct pleasure of working with Rhonda during the Ehrlich administration and watched her grow above the political battles on the strength of her deep professional knowledge of the legislative process which earned her personal respect from every level of elected officials and legislative professionals.
A respected community leader and faculty member at her alma mater UMBC , she served through the Glendening, Ehrlich, O’Malley and Hogan years and many Secretaries.

My deepest condolences to Rhonda’s family. I worked with Rhonda from her first days at the Department of Commerce. Rhonda was a brilliant, highly principled individual with an exceptional work ethic.
